National Aid Fund and EU Solidarity Package

Country: Poland

Provided by: Government of Poland, Bank Gospodarstwa Krajowego

Category: Education, Employment, Social integration, Other (housing, healthcare)

Description:
Given the unprecedented scale of displacement into Poland (over 1.5 million Ukrainians still in-country by late 2022), the government launched systemic measures to support long-term integration. One flagship solution was the creation of the Aid Fund, managed by the state development bank BGK, to finance refugee-related programmes across municipalities. Established just weeks after the invasion, the Fund bankrolls projects ranging from expanding schools and healthcare to adapting housing and providing social services. To strengthen this, in mid-2022 the European Investment Bank (EIB) approved a €2 billion “Solidarity Package” loan, with €600 million disbursed already that year as the first tranche into the Aid Fund. These resources empower local authorities and service providers in cities like Warsaw, Kraków and Gdańsk (which saw population increases of 15–34%) to adapt infrastructure and expand public services. Investments include converting dormitories into apartments, opening more Polish language classes in schools, and reinforcing healthcare systems. As one EIB advisor noted: “When the initial local enthusiasm runs out and resources are depleted, there is a need for a systemic solution.” The Aid Fund exemplifies this shift from ad-hoc aid to coordinated national financing, ensuring refugees have access to stable housing, employment assistance, education, and healthcare beyond the emergency phase.

Innovative Elements:
A dedicated national financial mechanism for refugee integration.Combination of national and EU-level solidarity financing.Direct empowerment of municipalities to adapt housing, schools, and healthcare.Transition from short-term aid to long-term integration investments.
